Brenda Doles, RN, MBA


Ms. Doles is a seasoned entrepreneur, administrator and clinician. Since co-founding HCRS, she has guided the company as its principal through steady growth and expansion.

Jarvis Doles


Mr. Doles is a senior government and corporate executive with extensive management experience in both corporate and government operations. As principal at HCRS, his role is to define corporate strategic goals, objectives, policies and procedures to ensure HCRS maintains corporate excellence with stakeholders.

Jennifer Smithson

Human Resource Manager

As a seasoned Human Capital Management, Payroll and Project Manager leader, Jennifer has used her strong human resources background and a blend of experience in various positions within small business sectors to affect positive change in the organization’s where she’s worked.

Effectively balancing big picture thinking and strategic planning with hands-on execution has allowed Jennifer to combine decisiveness, strong business ethics and formal education to achieve objectives both professionally and personally.

Jennifer is currently pursuing her project management certification (PMP) with an anticipated completion May 2022.

Tierra Brown

Ms. Brown has more than 10 years of experience in management, including government and commercial operations. She began her career at Walgreen’s and quickly moved up the ladder serving in various roles.  At HCRS, Ms. Brown has served as an Assistant in Human Resources excelling at recruiting, on and off boarding, payroll processing, and new employee orientation and liaison duties.

Most recently, Ms. Brown served as the Project Leader supporting the Department of Homeland Security providing program support, financial planning, production oversight, and contract execution for the company.  Under Ms. Brown’s leadership, sales increased by 150%. 

Ms. Brown is scheduled to receive her Bachelor of Business Administration degree from Strayer University in September 2022 with a concentration in Business Management.

Jung Park

Finance Manager

Jung Park has been a valued team member at HCRS, Inc. since 2019. With more than 20 years of full life-cycle government contracts and consulting experience, her expertise includes GSA contract management, subcontract administration, contractor task order proposals.

Specifically, she is experienced in matters related to Federal Acquisition Regulations (FAR), cost accounting standards (CAS), incurred cost submissions (ICS), Defense Contract Audit Agency (DCAA) cognizant audit support, provisional billing rates, establishing or revising indirect rate structures, and cost proposal support.

In addition, Ms. Park’s leadership and operational experience includes financial reporting and analysis, budgeting, consolidations, GAAP, and internal controls. This diverse knowledge gives her the ability to navigate the regulatory challenges small businesses face today.

Ms. Park received her Bachelor of Science degree from the University of Maryland in December 1997
